Jocelyn Mullen, PE is currently employed as the Community Planner and Town Engineer for the Town of Rangely. Jocelyn brings a broad range of experience to the Town of Rangely, as well as experience and relationships with local CDOT, CDPHE, USACE, and funding agency offices including DOLA, USDA Rural Development and the State Revolving Fund (SRF) program.
As District Engineer for CDPHE WQCD for 5 years, Jocelyn was intimately involved with water, wastewater and stormwater and industrial discharge permit projects all over the western slope. As District Engineer, she performed hundreds of plan reviews for water and wastewater treatment system designs and site applications, and inspections of facilities all over Colorado and the Western Slope, both large facilities serving large metropolitan areas, and small facilities serving rural and remote users.
Jocelyn is a recognized review engineer, project manager and project engineer in water and wastewater engineering projects including domestic water and wastewater, stormwater, and industrial wastewater arenas. Jocelyn is adept at analyzing project components to determine what regulations will apply, and beginning the permitting/communication process early to keep projects on schedule and on track.
As Town Engineer and Planner for the Town of Rangely, Colorado, Jocelyn has obtained millions of dollars in grants over the past several years, and managed all the construction projects involved to ensure the money was spent well. She is a successful and sought-after grant writer who pays attention to detail and knows how to pursue and defend a grant request. She has managed multiple projects between $100,000 and $2.4 million that required CDOT permitting, BLM Right of Way permitting, and CDPHE Engineering review and approval.
Ms. Mullen is a licensed Professional Engineer in Colorado and Montana, with an MS degree in Environmental and Resource Engineering, and a BS degree in Forest Engineering from the SUNY College of Environmental Science and Forestry.
